No. Pre-owned Points are Points purchased from another owner. Purchasing pre-owned Points won't add to your membership tier status.
You enjoy the benefit of belonging to a membership tier only when you purchase new Infinity or Private Residence Points.
Points transferred between family members also retain their membership tier, provided they are not pre-owned points.
